"On the plains of Moab by the Jordan across from Jericho, the Lord said to Moses, 'command the Israelites to give the Levites towns to live in from the inheritance the Israelites will posses. and give them pasture lands around the towns. Then they will have towns to live in and pasture lands for their cattle, flocks, and other livestock." Numbers 35: 1-3 I don't get that at all!

Levites were one of the tribes of Israel. They did not get an inheritance of land. Their duty was to do the service of the Lord. So, that passage is God making provision for them as they do their service to give them a place to live and have families and such.
